I would go to Arrivals - the Airport is small and Arrivals are where the baggage claim is as well

Dane county airport is pretty small and usually not crowded. You should just be able to follow the signs that say arrivals, and you'll be good. I don't recall the actual number for Delta, but I think it is near the front of the pickup area.
