The answer is NO. A civilian is someone with no ties to Department of Defense You must have a DoD ID or a DEERS eligible dependent ID. I think it includes surviving family members (blind guess) This goes for alcohol, cigarettes and fuel on post. Also must not have been caught stealing and having your privilege revoked.

You cannot purchase anything in the shoppettes, main exchange, or commissary without a DOD ID.
