Yes, it is a cigar bar first and foremost. Although it is the least smokey I have seen in a long time. The one down the street is 10x's more smoke filled.
Yes smoking is allowed all over within thr facility there is a lounge area to just smoke, a bar area and dinning area towards the rear but all areas you can smoke
