I always bring my food shoes.
It is open round the year. Rain might make the rocks more slippery to navigate but food shoes should take care of that.
Unless there is snow preventing access it's always open. I was just there this weekend and finally found the trail that goes to the bottom of the falls. Its just south of the viewing platform trail. I didn't go all the way this time so I don't know how technical it is.
Always open. It's a waterfall.
