No dogs are not alowed in the grocery carts it against the law in Washington and Oregon. Current Wal mart policies due to the laws require management to have the animals not in the carts or its a hefty citation fine that can be given to both the store and the owner of the animals.
I took my chihuahua puppy in a sling. I had no issues.
I was told pup needed to be carried or walk along side. They do allow service/support animals, yet are lenient and probably wouldn't approach you as long as you follow the rules.
Currently, the law states that animals cannot be brought into the establishment unless they are service animals. Walmart employees are pretty lenient most of the time, and I've done it plenty in the past. I'd say give it a try!
