They occasionally offer a discount for gondola skyrides and adventure center, but the Village of Loon is not affiliated with Loon Mountain Resort.

There is a shuttle to both loon lodges, there is not a chair lift starting from the resort itself.
I called them. It is $18 a person. The village is not affiliated with them. Not sure is the village offers any discounts, I didn't investigate any further. Thanks for the help.
Yes its open to the public
Ask at the Village. There are some sharing agreements for certain things.
