Some of the beach entrances do have a rubber mat that does down almost to shore, but you'll probably need some beach friendly mobility gear if you want to have fun on the shore.
The area is, but the answer depends on what you consider friendly. They don't supply equipment or have boardwalk running down on the beach. You will need your own beach friendly mobility gear.
No it is not. My husband disabled, it was very hard for him. At Delaware Seashore State Park, it IS handicap friendly. They have boardwalk over dunes, a mat to walk onto beach area, in summer months beach wheelchairs !!

Yes and no. Easy access from parking lot to dunes, but there are large hills (over dunes) to get to the beach. I dont know if they have any beach wheelchairs available.
