Yes almost always restaurants will always open up. And start off the day. At some point during any mostly if the state is putting out to stay home only personal (plows) are out. Then the manager of which ever restaurant, store, businesses in general have to close. When its state emergency. But if there is no state emergency it is up to the managers on duty to make judgement call to close. And only way that will happen is if it is costing the business more to pay its employees then they are getting customers. Or if it becomes hazard if enough to where employees are calling out.If and when we close is it bad enough that plows can not keep up and won't be safe for employees to travel home etc. I'm sure by now with all my rambling repeating things in different ways you get the point. The quickest way to find out is Google what ever business you are looking for and it bring up all its info hrs it'll say closed or you have number
