The storage units were for the major remodeling that all Targets are eventually going to have completed. This particular Target was one of the first Target (Greatlands) to open in Illinois and thus was first in line for a remodeling overhaul.
They are going through an extensive remodel of the entire store. They should be done within the next month or two.
