They round up since they charge 1 dollar for your bag. So instead of adding the whole dollar they will only charge the cents to make it an even dollar. I know it's only cents but I would rather pay cents than an additional dollar every time. Or if you don't want that 1 dollar charge. Bring your white bag with you and they won't charge you extra
