Throughout the year Sailboats and Cabin Cruisers anchor in the cove on the southeast side of the fishing pier. Most use paddle boards, kayaks, or dingies to come ashore for beach recreation and leisure time from dry land. Occasionally boaters are met ashore by local friends or family and drive into town for dinner. Hope that helps

I second Daryl, no place to tie the boat for more then 30min (it's really meant for loading). I live in Cape Charles and there is overnight mooring available.
No, there are a few marinas in cape Charles a little north of there, but there is only a launch ramp at the park. I have seen big sailboats anchored up in the open between the beach and concrete ships breakwall. Can get rough even still. Cape Charles is really cool small town with a public beach. Some bed and breakfast there as well. You can beach the boat at kiptopeke if small enough or anchor and swim to shore to enjoy the beach but I wouldn't leave boat unattended if it was me.
