Definitely during the day. Late night may be different.
Yes. I took my 2 kids and my dog and they were great. Food was good and the view was awesome.

There were children there when we went. This deck sits right on the boardwalk and families were out eating enjoying the evening breeze.
It is also a restaurant, however at the time we visited, there were no children to be seen. It may be a different story during the day, as most places seem to be "family-friendly".
They have a kids menu if that's what you mean.
