The lighthouse is open to the public for $10, the residence duplex is not open to the public due to the current light keeper resides there. Though they do have a gift shop in one of the out buildings.

You can climb the interior lighthouse steps for $10, but the house facing the lighthouse (across the grass courtyard) is a private residence so you can not enter, but the Whalehead Club on the other side of the parking lot/pond is open for tours. Pretty grounds with a small boardwalk, bridge, and pier gazebo.

Yes. There is a fee for climbing the steps inside the lighthouse but worth it for the view. The lighthouse is in a lovely venue for great photos. Thee are other points of interest within the park's vicinity as well, such as the Wildlife Education Center, which has a short film about wildlife in the area as well as the history of the residents.
