It's required to have a fishing license when fishing in public lakes and waterways. You can purchase a license (daily or yearly) at Walmart or Dicks Sporting Goods.

I saw police there, but I don't know if they're checking for fishing licenses or just keeping the peace, but definitely it's regularly policed
People fish without a license. Do not know how legal that is.
