those are not Ameren representatives those guys work for some third party reseller. you will never get a good deal adding an extra layer of administration from the actual producer.
They do tend to just pop up randomly it would seem, I haven't really noticed a set schedule. If you don't wish to talk to them make sure to not make eye contact. If you make eye contact that gives them an opening to ask you a question just to get you to stop. Keep looking forward, walk with a sense of purpose, and they won't even bother you.
I've seen them there a few times. No set time that I know of. Just hit or miss in my opinion.
