Yes, there are fees. It is either $10 or $15 for the day, I cant remember which.
There are several free "fishing access" spots that are open 24 hrs with parking and lake/river access for kayaking/fishing. There is a free boat launch in Columbiaville and a second on Stanley Rd that I believe does charge a small amount per boat or jet ski. Small public beach is also available at Columbiaville boat launch, Buttercup beach I believe has a charge but I could be wrong as I've never been 🤷🏼♂️🛶
