I believe it could be because it's considered an open flame and you cannot have fire outside the firepit. I am not positive but that would be my guess :-)
We were at Big Cove campground (PlumasCounty) host told us we could not have tiki torches!! No explanation!
I was there over Memorial Day weekend and I saw tiki torches burning everywhere
