The only pets are allowed would be the patio. The only way they would be allowed on the patio is if there is access without going through the restaurant. A good rule of thumb in Michigan is if they serve food, not inside but you have to call to see if they are allowed outside.

No. You can chain them to the outside of the patio. Michigan law prohibits pets in dining establishments. Contact your State representative to change the law.
I would say no. However they may let them on the patio once it's open. That would have to be something you'd call the restaurant and ask.
