Some are paved others gravel. Mostly gravel.
Yes, there is a paved bike path, it starts from the farther parking lot located at South Falls (which is the main entrance). It's around 4 miles long, it does not have any waterfall views, but there is a paved viewpoint at South Falls. This is the only loop trail that is fully "safe" and accessible for strollers, and possibly wheelchairs (please ask rangers for specifics) but there is a steep section and it's gets slippery in the rainy season.
