As mentioned, each store does things independently so it's hard to generalize when the best sales are. Since it's an outlet mall sales are almost all year round.
Since the mall is not a uniform operation, each store has sales at different times. As a previous person wrote, Black Friday is a guaranteed sale day, but chaotic. My suggestion to you would be to go on the website/s of the store/s you are interested in and monitor their sales that way. If you are unsure of what stores are available in the mall, you can go onto the mall's website to find out that information. Hope this helps!
