Hmmm. The difficulty of true "O.H or On Hands" count as goods are transported, delivered then received. Followed by moving out to Sales Floor then correctly stocked always comes with drawbacks.
They inventory online and its doesn't always match physical inventory
The stores individualy dont put out the ads. The store was slated to have the item it just never got there

There is a limited amount of shelf space available for each item. They do have stockroom for items that cannot be completely displayed. A Target employee should be able to check the stock status and satisfy your request.
They may be in stock when you check and sell out before you arrive at the store. Did you call and ask them to put the item to the side to hold for you until you arrive? This may help in future.
