You appear to know what specs you want. Which are available by most any of the manufacurers of IBM clones. (P.C.). As to wbich is best... I have been told by many of the magazines that the HP. Is a rock solid performer for reliability. Tho not the fastest. Azus is a premium manufactuer of fast performers. And great reliability. Dell is good too. The list goes on down from there. In the past AMD has been a bit iffy. As they are a budget minded. They keep up by overclocking. Which tends to generate heat. As i said tho. That was how it was some years ago. Not up on what the computer world is doing to date. Hope i have been able to help to bring you some insight. Good luck.
