Unfortunately, not. You can take a look from top of the bridge or from the restorable cross the river, but the main view points are not accessible.
You can look from above, on the road bridge but not to get down on the stairs
If you want to come and look, absolutely. But not to the base of the falls.
To get to the bottom of the falls, no. If you want to view the falls at a more straight on angle check out the view from Jekyll's on River St and theres also a small platform between Jekyll's and the office building next to them.
