The red card comes in two forms, debit (which is attached to your checking acct - you'll need to bring a blank check with you to apply in store) and credit ( target only credit card). You can also download the Target app to get cartwheel for additional savings. You can ask any team member for more info
You go to the cashier and tell them you want to open up a red card and they will get you started
