Its against code of ethics to deny service to someone breast feeding. Wal-Mart has to obey state laws whether or not they want to. If they go against call their ethics hotline
This is super old but Walmart is not a public place. It's a privately company that own the building and land that it does business through so Walmart doesn't have to follow laws that govern public places like parks
