During Camping season Lake Francis can get very busy. You must have a fishing license and follow all rules, they do check. Plus the private section you have to check in. When I lived there you could only fish if you had a resident address there.
Its pretty much hell on earth unless disney land is your idea of a peaceful spot.
You can fish there, but the lake is pretty small.
The resort part of the lake is private. But outside of the gates to the damn is open to the public free.
Part is & part is not.
