I went there with some friends in May of 2019 and we were allowed to go up the tower.. very beautiful view you should check it out.
It was open when we were there in November. Be very careful driving up there though...last time we went some of the road was washed out and very narrow. You can park down below and hike up from what I've heard
When I went last December, it was open. Be careful driving up there.
It was open when I was there last winter. I assume it still is.
