To be honest the landfill would not be responsible for that. By law it is 100% the drivers responsibility to make sure his load is secure once he is loaded, whether it be strapped tarped chained whatever ever the load requires to be secure. And that's with any material not just trash.

I understand the landfill isnt responsible legally. I was wonder if the landfill could help me in anyway. Like notifying the local garbage haulers of the problem and encourage them to make sure their drivers are making sure there is no garbage capable of blowing out of or off of the top of the garbage truck.. I don't know what else to do other than put pressure on the Pennsylvania State Police to stop and inspect more garbage trucks coming thru Mahoning twp and Lawrence county for that matter.
