You can't work by law until 14 unless laws been changed since I started working at 14 in 1989 and you had to have a work permit to work if you are underage(18) and still in school.

Yes 14 is necessary and I believe is a good thing. Children deserve to have some time to be just that. Neighborhood odd jobs part time don't hurt, and are enough to make their own spending money.
