What are your rules and policies on street performing (singing with a guitar, ukulele, piano etc.) outside the mall?

I dont think they have one. But better to check with the malls managers and what not.

As long as you weren't asking for tips and had it approved by somebody in the managerial offices of the mall, I can't see why it would be a problem, but I'm not 100% on this. Is you were looking to perform a show I know in the past they've had a stage setup for performers to perform on I believe that Teddy Geiger performed at the Arnot Mall at one point he is a local Elmira Popstar

Not to sure, would ask the management office. They may require you to sign a form if they would let you.
