I went in person because I couldn't reach anyone by phone. The person at the door took my paperwork and looked at my driver's license, less than a week I got my handicap permit in the mail.
Good luck with that. The system is beyond difficult. I have tried 3 days straight with no success.
Go online and you can schedule an appointment at the secretary of state website
