I concur with Matthew. Julie's licencing is awesome and they are very friendly, until it gets busy then they're business as usual. Julie's is located in the same area as the new WSU campus. Go Cougs!!!
Go see Julie @ Julie's tabs and she or one of her great employees will help you through the process, usually you pay some fees fill out some paper work and wait for them to mail you a new one
