On the KRON-TV 4 local news on 3/18/2020 they said that all Safeway stores in the SF Bay Area would have special "Senior Hours" on Tuesdays & Thursdays only, from opening time (6am at 16th & Potrero) until 9am. Some Safeway stores open at 7am and would offer Tuesday & Thursday "Senior Hours" from 7-9am.
Safeway corporate has left it up to the individual stores. I suggest calling and asking. If they don't, demand to know why not.
