There are some jagged rocks as others have mentioned that cover the first 6 ft. After that there's a nice long sand bar that's decent for swimming. To my knowledge, the beach front doesn't shut down throughout the year. If your looking to go at an off season time you may want to contact the city as I read that it's city maintained property.
It was a bit of a challenge finding a spot smooth enough to walk out in to the water, but the beach was wonderful! The sand was real, not the fake cat litter like stones at some spots along lake Erie.
The shore where the water comes up didn't strike me as swimmer friendly. Lots of sharp jagged rocks. Beautiful sandy beach, nice for walks. Swimming? Probably not.
