True, businesses does supposed to have change. But it is according on how much of demand is the business. Maybe the business was swamped with customers and they didn't have time to go get change. The bank could have stayed open a half day, or it could have been closed. Or maybe the person who was supposed to handle the money had to leave early, meeting, etc. It could be a numerous of anything that can cause a business to not have change. I know a couple of insurance agencies want you to bring your payment in exact change, or they will put the extra change on the next bill...
A $50 or $100 make sense but $20 is ridiculous....Poor management
Knowing this it seem a little planning ahead may help your situation. During times of heavy volume the demand for change is greater.you can use your debit card or have something smaller.
