Both. I'd avoid that garage though, that weekend especially. Its notorious for getting hit by thieves during holidays and people have been robbed at late hours. The meters are a hassle as well and will be a rare find on a busy holiday. I highly recommend Uber or Lyft to avoid all the potential hassles.
St Patrick day is on a Sunday. More than likely they will have valet parking for their brunch. There are meters also in the back of the restaurant and there is a metered parking garage 1 block over.
