Alot of the shops are open. Maybe not the ones inside but all the others are.
When I was there a couple days ago. The mall was closed to the public. Only employees. Restaurant like EMC can open because of their outside dining and they are not inside the mall. Ding Tai Fung only offers outdoor pick-up in the parking lot.
