I have two small dogs 1 weighs 3 1/2 pounds the other 5 pounds. Will i be able to carry them with me as carry on?

You have to fill out a form, have all shots current from your veterinarian and talk to the airline and it may cost a fee

It has nothing to do with the airport but the air service that you are opting to fly with.

It all depends on the airline you're flying with.
