Yes, but I believe the stipulation is for service animals. Should be a very easy question to have answered if you call them.
I think only service animals can be outside of transport cages or containers. It would be best to contact airport directly for rules. I have never seen animals walking with their owners at Logan, but, I am not there all the time.
