Because that is what it costs to run it. Non profit doesn't mean it doesn't make money, it means the money goes for a cause, like preserving a train line.
I personally find it a good value..the upkeep on the train, tracks and buildings has to be quite expensive...
It costs money to maintain the trains, rails, buildings and mines.
