There is a nice wading pool at the bottom of both falls, just be careful of the actual waterfall. And yes, no lifeguards.

Yes, swimming is allowed, it is a creek,not more than a foot deep in most areas, above the falls is great, very smooth rock for about 1/2 a mile upstream and all the way across the creek, usually about 4to 10 inches deep ,great place to walk and relax in the water, several dry rocks to lounge on in the creek ,awesome place for all ages

Yes you can get in the creek and play in the falls. It is at your own risk. No lifeguards.
