All of the above are true. Paved path most of the way, steps that two adults can manage with a strokker. Crossing the stream and going to the other side may be slightly problematic.
As the others have stated, it should be no problem, just remember to bundle up as the spray comming off the Falls can be a bit cold this time of year.
Yes. Trails are good enough for the average stroller.
Well that depends on where you're going to view the Falls if you want to take the whole Trail Loop it might be fine but going on the other side around the complete Loop is a little steep going up and it gets narrow in spots and bumpy from The roots

Yeah, I think a stroller would be at least moderately difficult to navigate with a stroller, but you probably COULD do it. But once you get down there, the trails are pretty well kept.
