Yes you need a fishing license, plus extra to catch trout per person, not corn or dog food, you will be fine heavily...no more then 7 fish at a time and not smaller than 7 in.

Need a freshwater license to fish, and a trout license on top of that to catch trout. You can use any bait here, live or artificial. You can only use artificial north of Medlock Bridge.
