They don't allow food within the gardens, but there is a lot of seating/benches just outside the main entrance and along the path from parking to the entrance. It's not uncommon to bring food and eat there. There is plenty of trash and recycle bins as well.

Like Max stated above, they have a picnic area just outside just for your picnic. The tables by their cafe is actually intended for purchased food from the cafe.
Well... there ya go. There is a restaurant in the park and a cafe before you enter across from the gift shop. Lots of tables are available in front of the cafe if you want to do the picnic thing. But you won't be able to bring stuff in to have a more traditional picnic in the park.
Not in the park but like mentioned above they have tables by the gift shop... Id recommend eat before you go and bring snacks you can leave in the car for when u leave, you can eat.
