My husband's driver's license expired in November 2019. He is no longer driving but he often needs his driver's license for ID. Is the expired license still valid for identification purposes?

No it's not, you need an alternative form such as a state id

Not in an official sense. Most stores and all airports would need an up to date ID.

Not legally, but some businesses may let it slide for liquor purchase and such. He will have to get an ID card up to date or a renewed license.
