I know that recently SM cracked down on all the personal trainers that were using the park. They need some sort of city permit or business permit to operate now. Not sure how much a permit will be for a wedding ceremony... your best bet is to contact SM city hall to inquiry. With that said... my friend had his wedding ceremony directly on the sand near the Annenberg Beach House and was able to do so as the number of people he had attend was under a certain amount. That may be a question you can direct to city hall. Goodluck and congrats in your new chapter in life. ;-)
I wouldn't suggest a wedding ceremony there because there's so many geese and goose poop everywhere
