There is an elevator that you can use to go up to the top level. You'd have to make arrangements to get a chair.
You would have to call them.
There is a Handicap elevator both outside of venue and also inside. Staff will be more than happy to assist you. Also you can call ahead to reserve a chair and table on the mezzanine.
