Yes, a lot of people bring their dogs. In fact, we even brought our bearded dragon who camped out on my shoulder while we had brunch!

I believe as long as they are well behaved & can stay by their owner, they probably are okay. If they are really busy & the dog is large enough to block egress, they may have a problem.
