Walmart has no control over this. They don't manually order items unless it's a special request. As items are ordered their computer automatically counts quantity and frequency. When certain thresholds are met the item is placed on order. If certain items have been missing from the shelf for an extended time, your question should be directed at the manufacturer of the item. You will likely find it is due to lack of employees, and an inability to find new ones. As that is a common theme across the country right now.
Jason is correct. I worked at a Walmart distribution center. Most of the time, it's the manufacturer.
Because people are still in hoarding mode with no regard for anyone else.
