Are there designated picnic areas and, if so, do I need to take permit. Don't intend to grill there just family gathering.

Yes there's one picnic area with a couple of BBQ grills for public use. It's windy here so getting the grill started will be tough. They forgot to design any wind breaks and they cut down too many trees so it's like being out in the middle of a big open farm field. There are about three or four picnic tables.
